The correct answer is (C). This sentence suffers from a subject-verb agreement problem. Specifically, the subject of this sentence is "youth," which is a collective noun. And like any singular noun, the verb tense, regardless of add-on phrases, should be singular also. Here, the correct verb usage for "youth" would be "is." So the correct answer is C.
